While the British Government, like the Hong Kong Government, is firmly committed to the development of more representative systems of government in Hong Kong, we do not think it right for us to dictate to the Government of Hong Kong just when and how fast changes should be introduced. I do not see any role for a team of British politicians in Hong Kong carrying out the tasks mentioned in the Association's letter. But I certainly hope and expect that there will be extensive public discussion in Hong Kong of the proposals in the Green Paper. These will no doubt be carefully considered by the Hong Kong Government before definitive plans are put forward.
