April 1984, Members considered memorandum XCS (84)8 on the Constitutional Development and Structure of Government in which various proposals for the further development of representative government in Hong Kong were put forward.

The Council advised and the Governor ordered that the proposals should now be written up as a Green Paper
(a)
(b)
putting forward three propositions as regards a structure (for the Legislative Council) by 1991 for discussion -
(i) 25 and 15 members elected by the electoral college and functional associations respectively, appointed members and ten official members;
(ii)
(iii)
no
20 members elected by the electoral college and functional associations each, no appointed members and ten official members;
13 members elected by the electoral college, 13 elected by functional associations, 13 appointed members and ten official members;
proposing the election of a Speaker later than 1986, but considering the interim stage of a Speaker appointed by the Governor;
(c) making a reference to the intentions as regards CBF's continued presence in the Executive Council;
(d) anticipating the arguments likely to be raised in favour of direct elections by arguing positively for the approach proposed as the best method to retain at least an element of consensus politics, rather than encouraging
