Declaration of Districts Order 1984 (Annex A); and

Declaration of Constituencies

(District Boards) Order 1984 (Annex B).

Members will be asked to approve the Orders in principle to be re-submitted for making after enactment of the District Boards and Urban Council Elections (Miscellaneous Amendments) Bill 1984. This memorandum also recommends a change in the status of official members of District Boards.

On 8 May 1984, after considering Memorandum XCS (84)9 on the development of local administration, Members advised, inter alia, that the number of elected District Board members should generally be doubled so as to enhance the representative status of the Boards. Members also advised that there should be

separate District Boards for Tsuen Wan and Kwai Chung/Tsing Yi as these two sub-districts each have a different character and face different problems and the Tsuen Wan District Board would grow to an unwieldy size as a result of the increase in the number of elected seats if it were to remain as one Board.
