Governor, his relationship with

his

the Executive and Legislative

Councils, and

powers,

suggesting a movement towards

election of the Governor sometime

after 1988 and his withdrawal by

stages from the Legislative

Council. This should not however

specify the date of 1992. It

should simply indicate that an

elected

Governor

and

the

modification of his powers would

be the natural development of the

process set out in the Green

Paper.

The Council noted that the process by which the

functional constituencies would be defined and organised

for elections was being studied, and preliminary

illustrative ideas would be ready by the time the Green

Paper was published. Sir S Y Chung expressed the view

that the Articles of Association of any organisation

involved in such elections would need to be subject to

official validation.
