The Council considered memorandum XCS (84)11.

The Council ADVISED and the Governor ORDERED:

of the Legislative

(a) that, as regards the composition

Council, the

proposition in the Green Paper

should now be a development by

1988 to 12 members elected by an

electoral

college, 12 members

functional

constituencies, 16 appointed and

ten official members;

(b) that the Green Paper should

suggest a

review of the

composition of the Legislative

Council after the 1988 elections,

putting forward

possibilities
