Declare and define certain powers, privileges and

immunities of the Legislative Council and

of the members thereof; to secure freedom of

speech in the Legislative Council; to make

provision for regulating admittance to and

conduct within the precincts of the

Legislative Council; to give protection to

the persons employed in the publication of

the reports and other papers of the

Legislative Council; and for purposes

incidental to or connected therewith.

Enacted by the Governor of Hong Kong, with the

advice and consent of the Legislative Council

thereof.
