In the face of this
analysis
the Council
advised and the Governor ordered that legislation on the
subject of privilege for Members should not be enacted.
It should be noted that, curiously, this examination
related to the question of privileges for both Members
of the Executive and the Legislative Councils. As far
as is known no colonial legislature ever provided powers
or privileges for members of their Executive Councils,
and of course the question does not arise as regards the
system of government in Britain.
Review

The subject has recently been reviewed in Hong
Kong, and a fresh look taken at the issues raised in
1970. The conclusion reached has been that, whatever
was said then, it would now be highly desirable to set
down the powers and privileges which should be enjoyed
by Members of the Legislative Council (but without any
application to the Executive Council). A number of
considerations support this view
