The Governor has asked me to send you a
copy of the attached Bill and its covering Executive Council memorandum for your consideration. He has decided to change the legislative timetable proposed in paragraphs 22 and 23 of the draft ExCo memorandum, as he would prefer to introduce the Bill in the autumn (October), after the Green Paper on the Further Development of Representative Government in Hong Kong has been published and absorbed.
I should be grateful for any comments that you may have on the Bill, the ExCo memorandum or the proposed timing, please.
