Hong Kong have informed us (Hong Kong telno 1796) that at their meeting on 3 July, EXCO approved the revised draft Green Paper subject to a few minor amendments.

The only substantial change suggested is that the idea of the Governor ceasing to be President of the Legislative Council should be presented as a proposal rather than as a matter for consideration. I see no difficulty in this, and have informed Hong Kong that they may proceed to print the Green Paper. It will now be introduced into the Legislative Council and published on 18 July.
