HONG KONG CORRESPONDENCE FROM SIR GEORGE YOUNG MP

1. Sir George Young MP has written to Mr Whitney enclosing a

letter from his constituent, Mr Michael Cotton, on democratic

development in Hong Kong. Mr Luce has been asked to reply.

As Mr Luce is aware, a draft Green Paper on constitutional

development in Hong Kong was approved by Ministers on 27 June.
