4 This paper was considered by OD (K) on 28 June. OD(K) invited the Secretary of State to discuss the future role and method of appointment of the Governor with Sir Edward Youde and Sir Richard Evans and to report.
5 Sir Edward Youde and Sir Richard Evans discussed the governorship with Mr Luce on 4 July and, briefly, with the Secretary of State on 5 July. The strategic discussion paper which I submitted on 4 July was discussed. It was agreed that we should leave our options open on the role of the Governor,
and in particular that we should not take any action that would rule out the possibility that we should make it our eventual aim to achieve the establishment of an elected Governorship before 1997. It was also agreed that we should not approach the Chinese on the question at this atage.
6 The draft letter to No 10 would enclose a paper which consists of the passages on constitutional developement drawn virtually verbatim from the strategic discussion paper.
