I support the aim of the Green Paper to develop

progressively a system of government the authority for

which is firmly rooted in Hong Kong, which is able to

represent authoriatively the views of the people of

Hong Kong, and which is more directly accountable to the

people of Hong Kong. Direct or indirect election will only

help us to achieve this aim. We should in fact rely on the

unanimous support of all the people. From the impression

I gather through contacts with the people at the grass-roots

level, their major concern is to go on working hard to

enable themselves and their families to live a better life.

Hence they hope that Hong Kong will continue to enjoy

properity and stability. The proposals in the Green

Paper are heading for this direction, thereby fulfilling

their wishes too. That is why I think they will accept the

proposals more readily than others.
