sir,

In the

Since the publication of the Green Paper on

Representative Government in Hong Kong, the public has shown

much concern about the proposals contained therein on the further development of representative government in Hong Kong

because of their far-reaching effects on Hong Kong's future

administrative structure and the transfer of authority.

past few days, six organizations which have been paying

particular attention to Hong Kong's administrative pattern

approached the UMELCO Office and met the Duty Roster Members in

connexion with the motion before the Council and presented

their views on the Green Paper. The main points raised by them

are as follows:-

(1)

Hong Kong Federation of Students

(a) The time period for consulting the public on the

Green Paper should be extended to four months.

(b)

The Green Paper should contain long-term

political objectives so as to establish a

political structure firmly rooted in Hong Kong up

to and beyond 1997.

(c) By 1987, one-third of the members of Legislative

Council should be directly elected.

(2) Hong Kong Professional Teachers' Union:

(a)

The proposals in the Green Paper regarding the election of Legislative Council members connot

establish a political structure which would be
