In my view this aspect is very important to the further development of representative government in Hong Kong.

Finally, I must say that as the public debate over the proposals contained in this Green Paper intensifies, I do feel that criticism of the two-month consultation period is not without foundation. However, I recognize the time constraints imposed by the District Board elections due in March next year, and hope that this debate will assist public opinion to feel its way quickly towards a consensus on this important issue.
