POSSIBLE ARRANGEMENTS FOR THE ELECTION OF REPRESENTATIVES OF FUNCTIONAL CONSTITUENCIES AS UNOFFICIAL MEMBERS OF THE LEGISLATIVE COUNCIL
Introduction
One of the main proposals in the Green Paper is that arrangements should be introduced progressively to provide for a substantial number of Unofficial Members of the Legislative Council to be elected indirectly by specified functional constituencies
representing important sectors of the community, e.g. commerce, industry, the medical profession, the legal profession, educational institutions, the financial sector, labour organisations, etc.
The selection and

of these constituencies will be one of the difficult, and probably controversial, tasks to be undertaken in implementing the proposals.

It is proposed that six such members should be elected in 1985 and 12 in 1988. Each member's term of office would be for three years. In 1989 there would be a review of the position. It is possible that the number to be elected in 1991 would be increased to 14, or 20.

No detailed proposals are made in the Green Paper with regard to exactly which functional constituencies should be selected to elect representatives to be members of the Legislative Council; which organisations should be represented by each functional constituency; the numbers of representatives to be elected by each selected functional constituency; which functional constituencies should be selected to elect representatives in 1985 and 1988 respectively; and what the arrangements should be for electing the representative(s) of each functional constituency.

However, some examples are suggested in the Green Paper of how this might be done, e.g. the representative(s) of the legal profession might be elected jointly by the members of the Bar Association and the Law Society; the main chambers of commerce and industrial organisations might elect the representatives of commerce and industry; and the present system of electing employees representatives to the Labour Advisory Board might be used to elect the representatives of labour organisations.
