The most significant other point in Mr Bray's speech is that while the Government's proposal to increase the number of elected members and Direct Boards has been welcomed, there has been no real demand in Hong Kong for a reduction in numbers, or the elimination, of appointed members.

In the final paragraph of the speech, Mr Bray will refer to the Government's intention to issue a Green Paper putting forward for public comment specific proposals on the next stage of development. This will cover the Legislative and Executive Councils. The Government's latest proposals are outlined in Executive Council Alkhac. Paper XCS (84) 8.
