Service, and its relationship with the Executive and
Legislative Councils, to be considered.

As has been indicated earlier, it is considered
that the principal officers in the Administration, i.e.
the Chief Secretary, the Financial Secretary and the
Attorney General, should remain as ex-officio members of
both the Executive and the Legislative Councils as a
link between
those
two
institutions
and the
Administration. It is also thought that a limited
number of other senior officials, who would probably be
the major policy Secretaries, should remain as members
of the Legislative Council in order to present proposals
to the Council and answer questions from Unofficial
members. Furthermore, the Commander
British Forces
should continue to be a member of the Executive Council
until 1997.

functions of the Government Secretariat and other
Departments, or of the Civil Service as a whole.
