However, if the suggested system
system of indirect elections of the Unofficial members of the Legislative Council is adopted the Governor would no longer retain his power to appoint members of that Council. Similarly, if the majority of the Unofficial members of the Executive Council are to be elected by the members of the Legislative Council, the Governor's power to
appoint members of the Executive Council would be
greatly curtailed.

It is for consideration whether the Governor
need remain as President of the Legislative Council or whether he should be replaced in due course by Speaker, on similar lines to most other British-style legislatures. It is also for consideration whether the
Speaker should be appointed by the Governor or elected by the members of the Council. However, it is envisaged that the Governor would, as Chief Executive, still deliver his Annual Address to the Legislative Council at the opening of each new session.
