I am grateful for the advice which you and the Governor

13 have given on how we should handle the question of constitutional

development in Hong Kong up to 1997, in particular the position

of the Governor. I a m also grateful to the Governor for the

amendment which he has made to the draft Green Paper on

Constitutional Development. I agree that this now leaves the

question of the position of the Governor sufficiently open,

provided

that in paragraph 63 the paper were amended to speak

20 of elective process for the Governorship as "being one possible

21 development" rather than "the natural development".
