Attached is the second draft of the Green Paper on the Further Development of Representative Government in Hong Kong.
The
first draft was produced by D/CAB (Mr Hammond); it was then considered by a working group consisting of CS, SHA, SDA, D/CAB, AD(C), AA/CS
and PS/GH, resulting in the present version.

No further work is being done on the draft until Y E has considered it; however, a copy has also been given to AG for his
consideration.

It has been thought preferable to include in the Green Paper for public discussion one proposal regarding the composition and selection of the Legislative Council, rather than a number of
alternatives. The preferred option in the draft is for a LegCo in 1991 consisting of 20 Unofficials elected by the electoral college, 20 Unofficials elected by functional organisations, and 10 Officials.
It is, however, intended that the covering XCo memorandum will discuss the alternative proposal of a LegCo in 1991 consisting of 13 Unofficials elected by the electoral college, 13 Unofficials elected by functional organisations, 13 appointed Unofficials, and 10 Officials.

The draft Green Paper also does not go into detail on the
possible spread of representation from the functional constituencies.
It is considered that much work remains to be done on what the
functional constituencies should be, and how elections from them should be organised.

Provided the present draft is generally acceptable, the earliest time-table would be for discussion in XCo on 12 June; and,
assuming the paper has a smooth passage in XCo, tabling in LegCo on
27 June. (However, both these dates may coincide with future rounds
of talks in Peking.)

Before the paper is finalised for submission to XCo, it is suggested that it should be considered by selected senior local officers, who have not so far had a hand in formulating the proposals. It is also for consideration whether, even before the paper is considered by XCo,
