These arrangements should be introduced in two stages

1988 and 1991 following the Legislative Council elections

on those years.

The Governor should cease to be the President of the

Legislative Council and should be replaced by a presiding

officer, at first appointed and subsequently elected directly

by the members of the Legislative Council from their own

number.

The Governor should continue to preside over the Executive

Council, but that in 1991 his powers to decide what questions

should be submitted to the Council and to act in opposition"

to the advice of the Council should be removed, and that he

should be bound to accept and implement the Council's decisions, except in any areas reserved for his personal

decision by law.

In 1992 arrangements should be introduced for the Governor to

be selected by an electoral college composed of all the

elected Unofficial members of the Executive and Legislative

Councils.

If the draft Green Paper is acceptable to Ministers and to

the Executive Council, it will be tabled in the Legislative Council

and published for public comment.
