Circulation to and discussion with EXCO;

If EXCO agree, presentation to Chinese; if not further consideration by Ministers with aim of resolution by last week in March.

4. I should be grateful for comments. The object of this timetable is in the first place to inform Hong Kong and Peking of our targets and secondly to have dates in mind ourselves so that if necessary we can invoke the aid of Ministers or the PUS to push other Government departments along.
