This paragraph is also to some extent circular, in that it appears to say that the government would comprise the secretariat etc, and that the members of the secretariat etc would be appointed by the government. To avoid this the penultimate sentence might be amended to read:

The Secretariat, Departments and Agencies would continue to be staffed by members of the public services, who, subject to paragraph 11, would be appointed by the Chief Secretary."
