Governor had suggested that you and Mr Coles might find this useful.
Mr Coles' letter of 7 September said that the Prime Minister was
grateful for the information and asked for the note to be updated
reasonably regularly.
2. On 15 February, the Chief Secretary made a statement to the
Hong Kong Legislative Council, concerning proposals for change in the local administration system in the territory (my submission of
6 February to PS/Mr Luce refers.) I attach a draft letter to No 10
with two copies of an updated note that takes account of the main 30)points in the statement.
