CHINESE VISA OFFICE IN HONG KONG
1. Mr Luce has seen your submission of 29 July.
He agrees with the recommendation and is content that the telegram attached to your submission should issue, on the assumption that:
2.
(a) the arrangement does not go beyond the
Vienna Convention;
(b)
it will not cause unacceptable difficulties for our security people in Hong Kong, who will need to keep a tight eye on the Visa Office's activities.
If there is any doubt about the validity of either of these assumptions, I would be grateful if you could come back to me urgently.
