2 I suggest that the following amendments should be made to the attached draft understanding:

a) para 1 line 3: I suggest that "Embassy of the United Kingdom of

Great Britain and Northern Ireland in China" shou@l be deleted and "British Embassy" be inserted. We have, however, no strong vies on this and if the Chinese prefer their wording we have no objections;

b) para 2 delete from "If the above" to "Northern Ireland and China" and insert: "If the above proposals are acceptable to the Covernment of the United Kingdom, this Note and the Embassy's reply to that effect will constitute an understanding between the two Governments on this matter ";

c) para 3 final para: line 1 insert "of the Ministry of Foreign Affairs" after "Department"
