The Hong Kong Government have agreed to enact special legislation to grant the Chinese Visa Office in Hong Kong immunities and priviliges. You should have seen Peking telnos 43 and 44 to Hong Kong. For convenience I now attach copies together with copies of the letter referred to in paragraph 1 of telegram 43 and the memorandum referred to in paragraph 3 of the same telegram.
