The words "...it is agreed that" should be deleted. They are redundant, and inconsistent with the character of an understanding.

Ending

A new final paragraph is needed, e.g. on the lines of paragraph 3 of Peking telegram to Hong Kong No. 49, but amended to be suitable for an understanding. It could read:-

"If the Embassy confirms the above in a note of reply, this note and the Embassy's note will constitute an understanding between the People's Republic of China and the United Kingdom of Great Britain and Northern Ireland and enter into effect on the date of the Embassy's note of reply."

With regard to priviledges and immunities, if the suggestions in Mr Glover's minute of 20 June as to the appropriate scale are accepted it would be very helpful if he or Mr Whomersley could say what amendments would as a consequence be necessary to this draft understanding.

Finally, I think it would help all of us to avoid mistakes if we could have as a basis of discussion a clean draft of the understanding, based on the current exchanges of telegrams and the minuting so far.
