Development of the Government Structure: The Public Service

In paragraph 8 of my letter of 21 November, (Reference S (GD) 3/16) I said I would be examining further with Martin Rowlands the question of the devel- opment of the Public Service Commission concept.

He has now confirmed that no work has been done on developing the PSC and that the Civil Service Branch would very much appreciate the information for which I have asked in paragraph 7. It would therefore be very helpful to have this as quickly as possible.

As you know from our telegram 1886 we are now drafting a working paper on the Civil Service. Since the Chinese have already said the Colonial Regulations will have to go, it would be consistent with the preparation of this paper if Colonial Regulations could be converted into Public Service Regulations on the basis of precedent elsewhere. This is an added reason for us to want to see the various stages adopted in other territories.
