2. The request for this information has come from Hong Kong who considering developing before 1997 the existing machinery of the Public Service. They have asked us for an indication, on the basis of past precedents, of the various stages in which the Secretary of State devolved his powers in respect of the Public Service in dependent territories to the Government of that territory.
3.
This whole question is of course also related to discussions which we are bound to have before long with the Chinese over the future of the Public Service, and particularly of expatriate members, post 1997, on which subject separate work is already in hand.
I should be grateful if you could let Mr Hoare in WH 312 have any comments or suggestions on paragraph 2 in time for а letter to go into the bag by close of play on Friday 6 January.
