REPATRIATION OF VIETNAMESE REFUGEES IN HONG KONG

1. I attach a paper on Vietnamese refugees that was considered by the Executive Council in Hong Kong on 1 March. Reaction among the Unofficial Members to this paper was reported in Hong Kong telegram 288 of 1 March, which also requested a meeting between the Governor and Lord Belstead to discuss repatriation. I should be grateful for any comments you may have on the paper, in particular on the figures and projections of numbers given.
