1. One of the points which Lord Belstead could be invited to make to the Governor is that if the refugees were ill-treated after their involuntary repatriation to Vietnam, we could ourselves be in breach of the International Covenant on Civil and Political Rights. This would echo

the point which Lord Belstead made in paragraph 9 of his minute to the Secretary of State on 27 January, of which you have shown me an extract.
