deal in the most reasonable way with problems
created by Vietnamese refugees;
(iii) there would in any case be no question of
involuntary repatriation without firm and
satisfactory guarantees being obtained;
(iv) we would of course not only consider repatriating
those who did not qualify for refugee status under
the terms of the 1951 Convention.
4. UKMIS Geneva may also wish to make the above points
when approaching UNHCR, and to stress that our policy
remains to support all their efforts to arrange for
refugees in Hong Kong to be resettled, as stated in
Parliament as recently as 14 March.
