1. After discussions in London between Lord Belstead and

the Governor of Hong Kong, I have decided that you should

in the first instance sound out the Ministry of Foreign

Affairs (at Nguyen Co Thach's level if necessary) to see

if they would be prepared to accept boat people returned

in the circumstances in first TUR, and if so what sort of

punishment they might receive. If they say that there

would be no reprisals or that repatriates would be

leniently treated, you should ask what sort of guarantees

they could offer, but you should not discuss any role

which we or the Vietnamese might like to see UNHCR assume

in monitoring the rehabilitation of boat people. We
