Lord Belstead has seen the Private Secretary minute of 28 March reflecting the Secretary of State's doubts about the policy proposed on Vietnamese refugees in Hong Kong. He would like to hold a meeting with officials at 4.30 pm on 11 April (after his return from Norway) to discuss the next steps. In prepara- tion for that meeting Lord Belstead would be grateful for advice

on:

a) a multilateral approach to the Vietnamese;

b)

refusing entry to Hong Kong.
