We have thought about amending the figures in paragraph 3 but it is clear, as you point out, that those for the Philippines and others are also inconsistent, for I believe the same reasons. We have concluded therefore that it is better to be constantly inconsistent than to get out of step with the rest of the region. We will however include in paragraph 1 any births, deaths or changes in status.
