37. The ExCom had before it the report of the Sub-Committee (A/AC.96/628), which had met on 6 and 7 October under the Chairmanship of Ambassador Ewerlof. Introducing the report the Chairman said that, of the variety of issues addressed, particular attention had been paid to the proposals for strengthening UNHCR's Management policy which the ExCom had put to the High Commissioner earlier in the year following the study undertaken last year by the Administration Management Survey (AMS). The Sub-Committee had again proved its useful-
ness in allowing ExCom members to consider management questions in more detail than time in plenary allowed. The frankness
of the exchanges and the positive attitude of the Administration Division had been most constructive and augured well for the
future.
38. The Director of Administration and Management spoke about three fundamental aspects of UNHCR's management policy. First, a high degree of efficiency was essential to the effective functioning of the Office; secondly, clarity and transparency in everything was required; thirdly, good staff performance
and high morale must be maintained.

The overt criticism of UNHCR's administration which has
highlighted recent ExCom sessions was absent this year. Almost all speakers expressed general satisfaction with the
High Commissioner's efforts to improve the working of his Office, particularly for maintaining a net zero growth in staff for 1984. Many changes had already been implemented and first results were encouraging. These efforts should be maintained and complacency should be avoided.
