The Director of Assistance reaffirmed UNHCR's efforts to
promote the most appropriate durable solutions. In Africa 56% of the General Programmes funds were devoted to implementing durable solutions. ICARA II would have a similar focus.
In Latin America and Pakistan the emphasis was on promoting self- sufficiency while in South East Asia there was a need for Governments to help find solutions within the region. There was little debate and, as usual, each country chapter of "the book" (document A/AC.96/620) was adopted in turn. Nearly all speakers thanked the UNHCR for their work. Little criticism was expressed. The 1984 budgets for Iran and Pakistan were reduced owing to implementation delays and variations in the exchange rate respectively. Neither delegation complained.
30. The simmering row between Algeria and Morocco over the long standing question of refugees in the Tindouf came to the surface when the chapter on Algeria was discussed. The Algerian Delegate opened with a history of his country's cooperation with UNHCR and a promise of its commitment to a voluntary repatriation solution. Morocco questioned the need for continued assistance to the people in the Tindouf and asked why, after eight years, the programme was no nearer to a durable solution. UNHCR's monitoring and control of the programme were minimal. How could the Office justify the continuing and mounting expenditure? Morocco still wished
