and the importance of the accession of states to the conventions. The ExCom had a responsibility to develop basic standards.
There
was general agreement on the recommendations which the Sub-Committee
had put forward.
24. There was a mixed reception for UNHCR's new proposal for the rescue of asylum seekers at sea (RASRO). Many speakers thought the existing scheme, DISERO, was adequate and saw no need for change. But there was a decline in the numbers of people being picked up in international waters. Ships were changing their routes to avoid
areas where boat-people might be. The joint UNHCR and International Maritime Organisation pamphlet entitled "Guidelines for Disembarkation of Refugees" was widely praised.
25. On the question of military attacks on refugee camps and settlements all speakers expressed their grave concern that such attacks were continuing. But there were still differences of view
on the draft principles. Some thought them balanced, others considered that there was insufficient emphasis on the responsibility of the aggressor. Some thought they placed too heavy a burden on the country of asylum. It was generally regretted that the Sub- Committee had not been able to reach consensus but several
delegations thought the text could benefit from further consideration.
The principles should reflect existing laws and should be worded so as to contribute to a development of the relevant legal doctrine. ExCom decided to take note of the draft principles and asked the Chairman to pursue early consultations to reach a definitive text.
