16. The other two durable solutions, local integration and resettlement in a third country, were also mentioned extensively. Countries of first asylum were often the poorest and needed the support of others. Burden-sharing was the answer.

17. Two other subjects were mentioned by most speakers: ICARA II (due in July 1984) and aid and development. UNHCR's preparations for ICARA II were generally praised and many G77 delegations said that they were looking forward to next July's conference with confidence. There was general agreement that, as UNHCR was not a development agency, it should coordinate rather than implement refugee assistance which had a major development component. liaison with UNDP was essential.

Delegations from both donors and the G77 expressed satisfaction at UNHCR's success in reducing expenditure and maintaining zero real growth in its staff. The quality of documentation produced during the year was now adequate and continued to improve. The High Commissioner was congratulated on the effective implementation of many of the proposals contained in the Administrative and Management Survey report. Improvements in the working of the Office had been seen and it was hoped that the remaining recommendations would be implemented quickly.

19. The UK statement (copy at Annex I), made by Dame Anne Warburton, spelled out the types of problems faced by refugees and the countries

which harbour or resettle them, or which receive them back. Root causes had to be solved, finally by the General Assembly or Security Council, but ExCom should play its part.
