Dear Lord McNair,

This letter confirms our telephone conversation of this morning concerning "Project 5000".

While its aims are commendable, I regret that Project 5000 as outlined in Mr Stumpf's 8 September 1983 letter. would not be acceptable to the Canadian government. The government is always willing to consider the admission to Canada of privately sponsored refugees, but it is the government's view that sponsoring groups in Canada must be in a position to establish that the funds needed to support the sponsorship commitment come from the groups themselves, not from sources outside Canada. The shortfall of $250,000 would therefore have to be provided from the sponsors; its provision from the Council of Europe would not allow the Canadian government to agree to Project 5000.
