Mr. Purcell also said that the U.S. Administration had given an undertaking to Congress not to resettle any North Vietnamese.
Conclusion. Clearly we must continue to lobby the U.S. hard in any way we can, perhaps
initially using what Purcell said to me in Geneva.
Australia. I had long discussions with Mr. Trevor Griffiths of the Australian Migration Service. I had met him last year and interestingly when I met him this time he said : "Good. I have come prepared for you this time!" The Australians are particularly keen on voluntary repatriation and Mr. Griffiths' statement on Assistance at Appendix D is well worth reading. He told me that the Australians expected to take 100 more a month from Hong Kong next year but made it clear that this was dependant on our maintaining the closed camp policy. He also said that the Australians would not do any better until HMG took more from Hong Kong and advised that we should press for this. I did ask Griffiths whether he thought we would ever get to involuntary repatriation. of illegal immigrants from Vietnam, the north in particular, but he did not see this as a possibility for some time to come.
