Unless the meeting came as a result tailed preparation by representatives at Geneva and would see ol y decisions announced, it would probably not be appropriate for inisters to attend and we should prefer senior officials. But we hould support the idea of discussions in Geneva, on the understanding hat they would not directly involve UNHCR representatives.

we should offer Funseth our views on prospects for voluntary epatriation, and regional self-sufficiency schemes (as outlined in iartland-Swann's teleletter of 11 October to Dame Anne Warburton in eneva) but also stress the importance of steady off-take from Hong ong by the US, Canada and Australia. We could accept that it is nreasonable to expect offers to ''sweep-up'' large numbers of the ases remaining until there is clear evidence that the outflow has eclined to a trickle not least because block offers of places would xacerbate the ''pull factor'', while the closed camp policy in Hong ong does at least seem to have had some deterrent effect.
