I should be grateful if you could throw some light on the enclosed letter from the Chairman of the Hong Kong Community Council for Resettlement of Vietnamese Refugees, and suggest how Mr Browning should reply to it.

2. Mr Browning is away until late September. I suspect that he must have attended the Conference on Refugees at Ditchley Park referred to in Mr Stumpf's letter. This letter has come to me as I am responsible for ODA's contribution towards refugee relief.

3. The letter does not specifically ask for financial support for the organisation set up to sponsor resettlement of refugees in Canada but asks for help in finding bodies in the UK who would make a contribution. It would hardly be appropriate for the British Government to finance from aid funds a voluntary organisation in Canada.
