20. In addition, the endorsement of the principle of voluntary repatriation by all parties concerned needs now to be translated into concrete practical steps which would permit the programme to be undertaken. In this context, it should be noted that several countries have already indicated their readiness to provide financial support for such a programme for which UNHCR is fully prepared to act as an intermediary to facilitate implementation. As is often the case in programmes of voluntary repatriation, re-integration assistance in villages of origin is an important aspect of encouraging repatriation and assuring success of the programme.
21: The special needs of minorities within the population of Kampuchean refugees (Sino-Khmers, Thai-Khmers, Khmer-Muslims) should be recognised and efforts to promote their self-sufficiency in the region should be vigorously pursued within the context of regional burden-sharing.
22. Finally, the long-standing question of Kampuchean refugees in Vietnam who are clearly eligible for resettlement needs to be seriously reviewed.
