LAO REFUGEES

d) encouraged by earlier successes this year in voluntary repat- riation. Hope agencies and governments concerned can take the most positive attitude possible. Glad to consider contributions to special programmes of assistance in repatriates' villages.

e) Would also consider support for self-sufficiency schemes in the region, and appreciate that first asylum country should not have to shoulder the whole burden.

CAMBODIANS

Remain ready to take any Khmer refugees qualifying for entry and to give sympathetic consideration to any with connections with the United Kingdom.

g) Must stress, however, importance of voluntary repatriation as best permanent solution. Support UNHCR's request for co-operation of all governments and agencies concerned.

6. I hope we might agree a reply before the forthcoming UNHCR Executive Committee meeting. Even if we cannot, whatever we can offer could presumably form a supplementary brief for our delegation in Geneva.
