POSSIBLE RESETTLEMENT OF VIETNAMESE REFUGEES FROM HONG KONG

1 I enclose a copy of a letter we have received from Patrick Williamson, Secretary for Security in Hong Kong, referring to your

telegram no 29 of 20 July in which you said you had received confirmati from the local authorities that they might be willing to receive .Dr Karl Stumpf to discuss the resettlement of Vietnamese refugees from

Hong Kong.

Mr Williamson mentions in his letter, we have been corresponding with the Embassy in Asunctión about the possibility of some refugees being resettled in Paraguay. You may be interested to see the enclosed

copies of Clift's letter to Mellor and his reply.

3. It now seems unlikely that Stumpf will get to South America this year (paragraph 2 of Williamson's letter). While there may not be much possibility of Hong Kong identifying significant new opportunities for the resettlement of Vietnamese refugees in South America, we should nevertheless like to do what we can to support Stumpf's initiative. I should be grateful to know whether you think it would be worthwile approaching the local authorities in the same way that Asunctión have done. As you will see, I am also copying this letter to Mr Wallace.
