VISIT OF MR FUNSETH, US BUREAU OF REFUGEE PROGRAMMES: 2-3 NOVEMBER 1983
1. We have heard from the US Embassy that Mr Robert Funseth, Senior Deputy Assistant Secretary for Refugee Programmes at the State Department (AUS equivalent) will be in London on 2 and 3 November.
2. His principal purpose is to brief us on the results of the Honolulu Conference on Indo-Chinese Refugees and to lay the ground for a second conference in Tokyo, possibly in January or February to which British representatives would be invited. Mr Funseth, who is undertaking the visit on behalf of the US Ambassador for Refugees (Douglas), will be going to Bonn for a similar purpose. We are told that in addition he would be willing to talk to us about other refugee problems.
3. I suggest we organise a programme on Wednesday, 2 November as follows:-
(a) Morning Session
1000-1230 to be held in one of the conference rooms. -SEAD in the Chair and HKD, UND and Home Office present. Discussion of the Honolulu Conference; other Indo- Chinese Refugee Questions and Vietnamese Refugees in Hong Kong.
