Separately, the Canadian Commission has just told us that 143 out of the 150 "emergency" places provided as a contingency reserve under the annual Canadian refugee quota will go to Hong Kong this year a small but very welcome gesture given the recent evaporation of private sponsorship applications under the current Canadian programme, and one for which we shall be thanking the Canadians, but, by mutual agreement, giving no publicity.
