3. To answer the question in your last paragraph the Vietnamese have nothing to fear from the Paraguayan authorities if they settle down as good farmers. No-one will interfere with their customs or religion or their comings and goings. Only if they start organizing against the Party and Government (which I would have thought unlikely) need they expect trouble. Contrary to popular belief the peasant farmers are the main supporters of Stroessner for his land reform and land titles programmes.
